AGENDA FULL COUNCIL MEETING 6TH SEPTEMBER 2010
1. The Mayor will open the Meeting
A minute silence will be observed to allow for a moment of quiet reflection and for Members to prepare themselves for the decisions they have to make this evening.
2. To confirm that all Members have made any amendments necessary to their Declaration of Interests, if appropriate. Please note that if any Councillor is a member of any Town organisation by enrolment and/or paid subscription this must be declared and these declarations of interest also made known at the time of discussing such items.
3. To receive a report and introduction from the newly appointed Police Inspector for Totnes and Dartmouth, Inspector Andrew Tomlinson.
4. Public Question Time: A period of 15 minutes will be allowed for members of the public to ask questions or make comment regarding the work of the Council or other items that affect Totnes.
4a. County and District Councillors' Reports.
The Council will convene to conduct the following business.

8. To note that Council procedures with regard to the Council Summons and Council Meeting are slightly irregular and it is proposed that the Council Meeting officially commences at 7.30pm which will be the time of the summons.
At 7pm the items that are not part of the Council Agenda [Public Question Time, County and District Councillors Reports and other reports or presentations] will be discussed and received.
The October Agenda will be set out to regularise this position and items that have been discussed that are not part of the Council Agenda will be added as appendices.
Procedurally the Mace will be placed in front of the Mayor at 7.30pm.
9. To discuss the options available and actions with regard t
· the monitoring and prevention of “street drinkers” and those sleeping in public places.
· To note that Peter Dale (Community Safety Officer – South Hams District Council) has agreed to attend the Policy Development Committee Meeting on 20 September 2010 to report on the multi agency work currently undertaken.
· To discuss the options of how lines of communication can be improved between the Council and the respective Agencies
10. To note the invitation by Mr Steve Mittler of The Baltic Wharf Developments to attend a meeting on 14 September 2010 at 11am to discuss the Retirement Village (See correspondence item 1 )
11. To note the letter from South Hams District Council dated 02 August 2010 regarding the street cleaning service and to discuss the offer of a meeting and those appointed to attend. (see Correspondence Item 2)
12. To note the E Mail from Mr Graham Munson, Licensing Officer, South Hams District Council dated 21 July 2010 regarding the Draft Sex Establishment Licensing Policy and to elect a group of Councillors to prepare the Council response or to decide on alternative action to be taken to provide the response by 08 October 2010 (see Correspondence Item 3)
13. To Elect a Member to represent the Council at the Traffic Forum to replace Councillor Barnes who resigned from her position.
14. To clarify the decision by Full Council on the action to be taken with regard to the procedure for the reconvening of the Castle Meadow Working Group. (The Castle Meadow Working Group is a Sub Committee of the Policy Development Committee and it is normal procedure for the Principal Committee to set the remit and timescales for any of its sub committees)
15. To resolve the Council representation at the DALC Annual General Meeting on Saturday 25 September 2010 [see correspondence item 4)
16. To discuss the extension of the Lease of 70 Fore Street in favour of the Museum Trust [see correspondence item 5]
17. To advise that the Financial Scrutiny Committee Meeting date will require amendment due to the Christmas Festival Meeting time. It is proposed that the new date is Monday 13 September at 6pm.
18. To note the other items of Correspondence & Publications [See Attachment ].
19. The Mayor will close the Meeting.
